New Employment Regulation Order (ERO) for the Security Industry – What You Need to Know

As of 22 July 2025, a new Employment Regulation Order (ERO) has come into effect for the private security industry in Ireland. This change, signed into law by Alan Dillon T.D., Minister of State at the Department of Enterprise, Tourism and Employment, introduces updated pay and compliance obligations for licensed security employers.

What’s Changed?

Under the new ERO:

  • The minimum hourly rate for security guards has increased from €14.50 to €15.41 per hour.
  • This rate is significantly higher than the current national minimum wage of €13.50 per hour, reflecting the professional and essential nature of the security industry.

These changes were brought forward by the Security Industry Joint Labour Committee (JLC) and approved by the Labour Court.

Why It Matters

The ERO isn’t just a guideline—it’s legally enforceable. Under PSA licensing standard PSA28:2013, licensed security contractors must fully comply with any applicable legislation, including the latest ERO.

The Private Security Authority (PSA) has confirmed that compliance will be monitored through its regular inspection process. Companies found to be in breach of the new pay or conditions could face enforcement action, including potential impact on their licence.
